1.0.3 - a few fixes and new functions

Additions:

• Added a number of functions related to non-sandboxed asset, screenshot, and surface manipulation.
• Added functions for non-sandboxed INI file manipulation.
• Added functions for loading and saving strings without having to utilize file_text or buffer functions.
• Added directory_create_ns, which I had previously forgotten to add.

Improvements:

• You can now optionally specify the type for created buffer in buffer_load_ns.
• Updated documentation to support night mode and permalinks.

Fixes:

• Fixed an issue with buffer_save_ext_ns throwing an error in the current versions of GMS2 and GMS1.
